Apply Now: Ventura County’s 2023 Air Quality Incentive Programs – Deadline June 23, 2023

XL Lifts is excited to announce that it is an authorized dealer for the Ventura County Air Pollution Control District’s Carl Moyer Program and associated air quality incentive grants. The District has just started accepting applications for Year 25 (2023), and approximately $6 million is expected to be available for new projects in Ventura County this year. 

California companies who upgrade their diesel forklifts and other heavy-duty equipment to lower-emission alternatives may be eligible for significant grant funding. 

About the Carl Moyer Program & Other Air Quality Incentive Grants 

The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) is an incentive program offered jointly by the California Air Resources Board (CARB) and California’s local air districts. The program is named after the late Dr. Carl Moyer in recognition of his work in the air quality field and his efforts in bringing about this incentive program. Since 1999, the Carl Moyer Program has awarded over $57 million to businesses operating in Ventura County. The program provides grants for cleaner-than-required engines and equipment to help improve air quality in California. 

At their March 14, 2023 public meeting, the Ventura County Air Pollution Control Board approved 43 new Carl Moyer Program grants proposed by staff totaling $4,072,108. These grants will help owners of heavy-duty diesel equipment, such as forklifts, upgrade to new, lower-polluting equipment. Eligible projects include replacing diesel forklifts with new, lower-emission equipment or engines, and much more.

The District also administers two additional incentive programs with structures similar to the Carl Moyer Program:

  1. Initiated in 2018, the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program is a grant program developed by CARB to reduce agricultural sector emissions by providing grants, rebates, and other financial incentives for agricultural harvesting equipment, heavy-duty trucks, forklifts, tractors, and other equipment used in agricultural operations. 
  2. The Community Air Protection (CAP) Incentive Program is another new grant program developed by CARB to reduce exposure in communities most impacted by air pollution.

How to Apply for the Carl Moyer Program

The District will begin taking applications for the 2023 Air Quality Incentive Programs starting on April 7, 2023. The application period will close on June 23, 2023, at 5 PM. The District has prepared application forms that can be found at their website, here.

Qualified California Companies Can Get Up to $500,000 in Incentives per Forklift Through XL Lifts

XL Lifts, specializing in zero and low emissions forklifts, today announced additional World Lift and Wiggins forklifts are now eligible to participate in California’s Clean Off-Road Equipment Voucher Incentive Project (CORE) and now qualify for up to $500,000 in incentives. Amounts vary based on lifting capacity, voltage output of chargers and location of forklift operations. Eligible forklifts include the World Lithium, an 8,820-pound lifting capacity, all-weather lithium-ion forklift for indoor and outdoor use, and several Wiggins Lift eBull forklifts with lifting capacity up to 70,000 pounds for indoor and outdoor use.

Base forklift vouchers are up to $500,000 per forklift and up to $30,000 for infrastructure. CORE also offers additional incentives for companies operating in CARB-approved disadvantaged communities. Vouchers are based on a first-come basis, so interested companies are encouraged to see if they qualify now. See the list of qualified forklifts.

“XL Lifts (a World and Wiggins Forklift dealer) is excited to offer its customers a cost-effective way to purchase zero-emission lithium forklifts,” said Mike Marzahl, President of XL Lifts. “Similar to the incentives previously offered for electric vehicles, we anticipate limited or reduced funding in the future. As a result, we strongly encourage our customers to take advantage of available funds now.”

The CORE program is intended to encourage California freight equipment users to purchase or lease currently commercialized zero-emission off-road freight equipment. This streamlined voucher incentive project helps offset the higher cost of zero-emission technology with a point-of-sale discount. There is no scrappage of existing forklift required.

World Lithium Forklift Demo Program

XL Lifts is excited to offer organizations a way to test drive the all new, award-winning and grant-approved World Lithium forklift. Partially funded by the California Air Resource Board’s Clean Off-Road Equipment Voucher Incentive Project (CORE), our demo unit is an advanced lithium powered 8,820 lb. @ a 24” load center capacity forklift.  XL Lifts also offers lithium forklifts with up to 88,000 lb. capacity to meet a wide variety of lifting needs. The World forklift demo unit can be used indoor and outdoor and emits zero emissions. The program is open to companies with operations in California. Demos are subject to availability. Demo forklift will be delivered to qualified companies starting in mid-January 2021 (subject to change due to California Stay at Home Orders). Shipping/delivery fees may apply (depending on location).

Qualified companies must: 

  • Have operations in California
  • Sign a loaner agreement
  • Have proof of insurance
  • Install a 480 3-phase charger supplied by XL Lifts (for demos beyond one day)
  • Provide a refundable deposit

As part of the program, California freight equipment users interested in zero emissions forklifts can now get up to $200,000 in incentives per forklift. The funds are going fast, so interested companies should contact us ASAP.

About Clean Off-Road Equipment Voucher Incentive Project (CORE)

CORE is a new $44 million project intended to encourage California freight equipment users to purchase or lease currently commercialized zero-emission off-road freight equipment. This streamlined voucher incentive project helps offset the higher cost of zero-emission technology with a point-of-sale discount. There is no scrappage requirement, and additional funding is available for charging and fueling infrastructure and for equipment deployed in disadvantaged communities.
